LADWP heat pump rebate estimator
Enter the system type, tons, SEER2 and HSPF2 from your quote. The estimator finds the highest LADWP tier both ratings clear and multiplies its per-ton amount by your tons: $1,000–$1,250 per ton ducted, $1,500–$2,500 ductless (tiers read 2026-10-20). It shows $0 for ADUs, new construction or packaged terminal heat pumps.

How to use the estimator
- Check you are on LADWP. The utility name is on your electric bill. Most of the City of Los Angeles is LADWP; Burbank, Glendale, Pasadena and SCE suburbs are not.
- System type. Ducted covers central split and packaged heat pumps. Ductless covers mini-splits and multi-splits, which earn a higher rate per ton.
- Tons. From the quote. If it lists Btu/h, divide by 12,000.
- SEER2 and HSPF2. Use the matched-system ratings from the AHRI certificate, not the outdoor unit's brochure maximum.
- Exclusions. Tick any that apply. One tick sets the result to $0.
How it calculates
The script checks the exclusions first. An ADU, new construction, a PTHP or no finalled permit returns $0 with the reason. Next it needs tons, SEER2 and HSPF2 above zero, or it asks for them.
Then it keeps every tier row where your SEER2 is at least the row's SEER2 and your HSPF2 is at least the row's HSPF2, and takes the highest. The estimate is that row's dollars per ton times your tons, with no cap and no rounding of tons. If no row clears, it shows $0 and the first tier's minimums.
The tiers it uses
LADWP's Consumer Rebate Program, read 2026-10-20, for equipment purchased and installed from 1 November 2025. Both ratings must clear a row.
| Type | SEER2 / HSPF2 at least | Per ton |
|---|---|---|
| Ducted | 15.2 / 7.7 | $1,000 |
| Ducted | 16 / 8 | $1,050 |
| Ducted | 16.9 / 8.1 | $1,100 |
| Ducted | 17.8 / 8.1 | $1,150 |
| Ducted | 18.7 / 8.5 | $1,200 |
| Ducted | 19.6 / 8.9 | $1,250 |
| Ductless | 15.2 / 7.8 | $1,500 |
| Ductless | 16 / 8.1 | $1,650 |
| Ductless | 16.9 / 8.3 | $1,800 |
| Ductless | 17.8 / 8.5 | $1,950 |
| Ductless | 18.7 / 8.7 | $2,100 |
| Ductless | 19.6 / 8.9 | $2,250 |
| Ductless | 20.5 / 9.1 | $2,500 |
For scale: the federal minimum for a new split heat pump in California is 14.3 SEER2 and 7.5 HSPF2 (10 CFR 430.32(c), Electronic Code of Federal Regulations). A minimum-efficiency system does not reach LADWP's first tier, so the rebate depends on buying above code.
Worked examples
| Quote | Tier reached | Estimate |
|---|---|---|
| Ducted, 3 tons, 16.0 SEER2, 8.1 HSPF2 | 16 / 8 ($1,050/ton) | $3,150 |
| Ducted, 3 tons, 18.0 SEER2, 8.0 HSPF2 | 16 / 8 ($1,050/ton) | $3,150 |
| Ductless, 2 tons, 21.0 SEER2, 10.0 HSPF2 | 20.5 / 9.1 ($2,500/ton) | $5,000 |
| Ducted, 4 tons, 17.0 SEER2, 7.6 HSPF2 | none (HSPF2 below 7.7) | $0 |
The first two rows show why HSPF2 matters as much as SEER2. The 18.0 SEER2 system clears SEER2 for the 17.8 row but misses its 8.1 HSPF2, so it lands on the same tier as the 16.0 system. The last row fails on HSPF2 alone, despite a SEER2 well above the first tier.
If two quotes differ by a tenth of a point on HSPF2, ask for both AHRI certificates. A small rating change can move a 3-ton system by $150 or, at a tier edge, from $0 to $3,000.
Getting paid
- Buy and install the system. LADWP pays after installation, not before.
- Get the permit finalled. In the City of Los Angeles that is LADBS, which sells a same-location change-out as an express permit; a heat pump that adds a circuit also needs an electrical permit. See permits in Los Angeles.
- Apply with the invoice, the AHRI ratings and the final approved permit, postmarked within 12 months of purchase.
The full paperwork is in our LADWP rebate walkthrough. Ask any contractor who subtracts the rebate on the quote what happens if LADWP declines it.
What it cannot tell you
- Whether you are an LADWP customer. Check the bill, or see which utility serves my property. Not LADWP? Use which rebate applies.
- Whether funds or terms change after 2026-10-20. Check the LADWP page before you sign.
- Boundary cases. LADWP's minimum reads "≥", its tier rows ">". The estimator treats a rating equal to a row as clearing it; confirm with LADWP.
- Other programs. SCE customers relied on TECH Clean California, fully reserved since 14 November 2025, and the federal 25C credit ended on 31 December 2025.

Questions
Is this the amount LADWP will pay?
It is LADWP's published per-ton tier applied to the tons and ratings you enter. LADWP decides eligibility and the final amount when you apply with the invoice and the final permit.
Where do I find SEER2, HSPF2 and tons?
On the quote or the AHRI certificate for the matched outdoor and indoor units. Tons are cooling capacity in Btu/h divided by 12,000, so a 36,000 Btu/h system is 3 tons.
Why does the estimator show $0?
Either a rating is below LADWP's first tier (15.2 SEER2 with 7.7 HSPF2 ducted, 7.8 ductless) or you ticked an exclusion: an ADU, new construction, a PTHP or no finalled permit.
My SEER2 is high but the tier is low. Why?
Both ratings must clear a row. A ducted system at 18.0 SEER2 and 8.0 HSPF2 stops at the 16 / 8 row, because the next rows need 8.1 HSPF2. The lower rating sets the tier.
I am in Burbank, Glendale or Pasadena. Does this apply?
No. Those cities run their own utilities with different rebates, and most other suburbs are on SCE. Use the rebate lookup to see your programs.
How often is this updated?
Monthly, with the rebate status board. Tiers were last read on LADWP's page on 2026-10-20.
