Los Angeles heat pump rebates: status board and how to claim

As of 2026-10-20, the heat pump rebates still open to Los Angeles homes are the city-utility ones: LADWP (up to $1,250 per ton ducted, $2,500 ductless), Pasadena and Burbank. TECH Clean California has been fully reserved since 14 November 2025, HEEHRA since 7 January 2026 in Southern California, and AQMD GO ZERO is closed while its Phase 2, approved 2 October 2026, is set up. The federal 25C credit ended with 2025.

Two official pages are out of date

LADWP's own rebate page still advertises a GO ZERO rebate "up to $3,000" and a federal tax credit "up to $2,000" (read 2026-10-20). AQMD says GO ZERO is not taking applications, and the IRS says 25C covers only equipment placed in service by 31 December 2025. Rely on each program's own page, not a summary of it.

How the landscape changed since late 2025

  1. LADWP raises its heat pump per-ton rebates for equipment bought and installed from this date.
  2. TECH Clean California single-family heat pump HVAC incentives fully reserved statewide.
  3. Federal 25C credit ends for equipment placed in service after this date.
  4. HEEHRA single-family rebates fully reserved in Central and Southern California.
  5. HEEHRA single-family rebates fully reserved statewide; new reservations go to a waitlist.
  6. AQMD Governing Board approves GO ZERO Phase 2, up to $60.2 million. Portal relaunch "forthcoming".

Step 1: find your electric utility

The name on your electric bill decides most of this. A Los Angeles mailing address does not: Burbank, Pasadena and Glendale run their own utilities, and most nearby cities, including Santa Monica, Beverly Hills and Long Beach, buy from SCE. If you are unsure, see which utility serves my property, or answer three questions in the which-rebate-applies tool.

LADWP: the largest open rebate

LADWP's Consumer Rebate Program pays heat pump HVAC rebates per ton (central, split, mini-split and multi-split) on systems rated at least 15.2 SEER2 and 7.7 HSPF2, raised for equipment bought and installed from 1 November 2025. The application needs the final approved Building and Safety permit. Amounts change; check before you count on one.

  • Ducted 15.2 SEER2$3,000
  • Ducted 16 SEER2$3,150
  • Ducted 16.9 SEER2$3,300

Three rules that sink LADWP claims

ADUs and new construction are not eligible. The application needs the final approved Building and Safety permit. It must be postmarked within 12 months of the purchase date.

Work out your own figure in the LADWP rebate estimator, which uses only LADWP's published tiers.

Pasadena, Burbank and Glendale

Pasadena (PWP)

$170 per ton; +$20 per ton if the unit is bought in Pasadena; +$170 per ton for customers in an income-qualified bill payment assistance program. Needs 15.3 SEER2 and 7.8 HSPF2 or higher; apply within 180 days of purchase. Pasadena installation guide.

Burbank (BWP)

$1,000 per ton up to $2,500 for standard customers ($5,000 for low-income residents) when a heat pump replaces a gas appliance. Burbank installation guide.

Glendale (GWP): $1,000 per ton replacing gas or electric HVAC; $500 per ton replacing a heat pump, from official search results only. The city site refused our reads. Glendale installation guide.

SCE territory: TECH, HEEHRA and the Valley program

TECH says its single-family heat pump water heater and heat pump HVAC incentives have been reserved statewide since 14 November 2025. It gives no reopening date. Single-family HEEHRA rebates were fully reserved in Central and Southern California on 7 January 2026 and statewide on 24 February 2026. New reservations go on a waitlist; a waitlisted project only qualifies if the heat pump is installed after the reservation is approved.

One new door is announced but not open: TECH says heat pump HVAC incentives will become available "beginning in late summer 2026"; enrollment details are "coming soon" and no amount is published. Contractors must complete TECH training. If your address is in Porter Ranch, Granada Hills, Northridge, Chatsworth, North Hills, Canoga Park, Reseda, Winnetka, West Hills, Van Nuys or Lake Balboa, check TECH's San Fernando Valley page before you sign.

Without a rebate, an SCE customer compares a heat pump with central AC on the published ranges: central AC at $6,500–$25,000 across 2–5 tons, a ducted heat pump at $8,000–$22,000. See the heat pump cost guide.

AQMD GO ZERO: closed, Phase 2 coming

South Coast AQMD is not accepting new GO ZERO single-family or multifamily applications. Its Governing Board approved Phase 2, up to $60.2 million, on 2 October 2026, and says the application portal relaunch is "forthcoming" without a date. No Phase 2 amount is published yet.

Do not count it yet

In the earlier phase the heat pump had to replace a gas or propane furnace, and finalized permits were required. Phase 2 terms are not yet published. Do not let a quote subtract a GO ZERO amount until the portal reopens and your reservation is approved.

The federal tax credit

The federal 25C credit applied to qualifying equipment placed in service before 31 December 2025. A system installed in 2026 does not qualify. (IRS). Be wary of any 2026 quote that still subtracts it.

What an open rebate does to a quote

Arithmetic on published figures for an LADWP customer replacing an AC and furnace with a 3-ton ducted heat pump in the lowest qualifying tier:

Worked rebate arithmetic
LineAmount
Published 3-ton ducted heat pump range (E & A Mechanical, LA, 2026-04-18)$12,000–$15,000
LADWP lowest ducted tier: $1,000 per ton × 3−$3,000
Range after rebate, if approved$9,000–$12,000

Not a quote

The heat pump range comes from one LA company. The rebate applies only to qualifying equipment with a finalled permit, outside ADUs and new construction, and is paid after you apply.

How to make sure a rebate is paid

  1. Before you sign: confirm on the program page that it is open and the matched model qualifies. Get SEER2 and HSPF2 in writing.
  2. In the contract: the contractor pulls the permit; state who files the application and who is paid.
  3. At handover: keep the invoice, model and serial numbers, the Title 24 test records and the finalled permit.
  4. Apply on time: LADWP 12 months from purchase; Pasadena 180 days. See the LADBS permit steps.
  5. Compare quotes before the rebate, then subtract it only once confirmed.

Questions

How much is the LADWP heat pump rebate in 2026?

Per ton, by efficiency tier: $1,000–$1,250 for ducted heat pumps and $1,500–$2,500 for ductless, on LADWP's page read 2026-10-20. A 3-ton ducted system in the lowest tier earns $3,000.

Is TECH Clean California still open?

No. Its single-family heat pump HVAC incentives have been fully reserved statewide since 14 November 2025, and it gives no reopening date.

Is the GO ZERO rebate open?

No. South Coast AQMD is not accepting new single-family applications. Phase 2 (up to $60.2 million) was approved on 2 October 2026; the portal relaunch has no date and no amounts are published.

Can I still get a HEEHRA rebate?

Single-family HEEHRA rebates were reserved in Southern California on 7 January 2026 and statewide on 24 February 2026. New reservations go to a waitlist, and a waitlisted project only qualifies if the heat pump is installed after the reservation is approved.

Is there a heat pump rebate in Santa Monica or Beverly Hills?

Both are on SCE, whose TECH incentive is reserved. Santa Monica runs an Electrify Santa Monica rebate for replacing gas equipment, but we could not confirm its current amount on an official city page, so check with the city.

Can I get a rebate for a straight central AC?

None of the programs on this board pays for a cooling-only AC. They pay for heat pumps.

Is there still a federal tax credit for a heat pump?

The federal 25C credit applied to qualifying equipment placed in service before 31 December 2025. A system installed in 2026 does not qualify.

Do I need a permit to get a rebate?

LADWP requires the final approved Building and Safety permit. Assume every program will want proof the work was permitted and inspected.
