An outdated figure still circulates

Some ranking pages say California needs an HVAC license only above $500. The threshold rose to $1,000 on 1 January 2025, and it never applies to permitted work such as an AC replacement (CSLB).

What an AC replacement includes

A replacement swaps the outdoor condensing unit and the indoor evaporator coil, usually together, on the ducts and wiring already in the house. The quote should also cover a new or flushed refrigerant line set, a pad, the disconnect, removal of the old unit with refrigerant recovery, the permit and start-up.

If the furnace is near the end of its life, a full-system replacement swaps it at the same visit. That is the bigger number Affordable Heating and Air prints: $9,000–$22,000.

AC only, or the full system?

AC only (condenser and coil)

Published at $8,000–$16,000 for 3 tons. Keeps the furnace. Right when the furnace is younger and its blower suits the new coil.

Full system or heat pump

Affordable Heating and Air prints a full system at $9,000–$22,000. A heat pump replaces both and is the system LA rebates pay for.

Signs the AC is due for replacement rather than repair

  • The system runs on R-410A and needs a large refrigerant top-up or a compressor. New equipment uses lower-GWP A2L refrigerants such as R-454B or R-32. An EPA rule effective 27 July 2026 lets installers keep fitting R-410A split systems built before 2025 until stock runs out. California sets its own HFC rules through CARB, so ask which refrigerant the quote uses and whether it can be installed here.
  • The repair quote is a large share of a replacement quote on a unit that is already old.
  • Rooms never cool on Valley heat days even when the system runs nonstop, which can mean it was undersized or the ducts leak.
  • The furnace is due too, which makes a heat pump or full-system quote worth comparing.

How an LA AC replacement is done

  1. Sizing. The contractor checks the size rather than copying the old unit's tonnage. HyreHVAC explains the Manual J load calculation.
  2. Permit. Pulled from LADBS in the City of Los Angeles, or your own city's office. See the permit guide.
  3. Swap. Old refrigerant recovered, old unit and coil out, new matched pair in, line set flushed or replaced.
  4. Tests. Under Title 24 Part 6, replacing the condensing unit, air handler or coil is an alteration that triggers duct sealing. Adding more than 25 feet of new duct means the whole system must test at 10 percent leakage or less. Refrigerant charge checks apply to heat pumps everywhere and to ACs in zones 2 and 8–15.
  5. Final. Third-party verification and the inspector's sign-off close the permit.

What to ask before you sign

  • Are the outdoor and indoor model numbers a matched, rated pair, and what SEER2 and EER2 do they carry? California is in DOE's Southwest region. A split AC installed since 1 January 2023 needs 14.3 SEER2 below 45,000 Btu/h (13.8 above), plus an EER2 minimum of 11.7 (11.2 for larger units; 9.8 at 15.2 SEER2 or more). Split heat pumps need 14.3 SEER2 and 7.5 HSPF2.
  • Which refrigerant does the new system use?
  • If the ducts fail the leakage test, what is the cost to seal them?
  • Is the old furnace compatible with the new coil, or does it need replacing?
  • Will you pull the permit in your name, and from which office?
  • What is the down payment? CSLB cautions against more than 10 percent.

Questions

How much does AC replacement cost in Los Angeles?

A 3-ton central AC replacement on existing ducts is published at $8,000–$16,000 by LA HVAC companies in 2026. Affordable Heating and Air prints a full-system replacement, furnace included, at $9,000–$22,000.

Can I replace just the outdoor unit?

Sometimes, but the outdoor unit and indoor coil are rated as a matched pair. A new condenser on an old coil may not reach its rated SEER2, may use a different refrigerant, and still triggers the Title 24 duct test. Ask the contractor to quote both options in writing.

Does an AC replacement need a permit in Los Angeles?

Yes. Replacing the condenser, coil or air handler is an alteration under the energy code, so it needs a permit and the duct and refrigerant tests that come with it.

Is a license needed for an AC replacement in California?

Yes. Since 1 January 2025 the CSLB limit for unlicensed work is $1,000 in labor and materials, and only for jobs that need no permit. An AC replacement needs a permit, so it needs a licensed C-20 contractor at any price. Some pages still quote the old $500 figure.

Can I keep my furnace when I replace the AC?

Often, if the furnace is in good condition and its blower and cabinet suit the new coil. Ask the contractor to confirm compatibility in writing; an old blower can limit the airflow the new system is rated for.

Does the City of Los Angeles offer an express permit for an AC swap?

LADBS sells an online express permit for a same-location, similar-capacity, same-fuel change-out that reuses the ducts. We could not read the current LADBS page automatically, so confirm the conditions with LADBS.

What refrigerant will a new AC use?

New equipment uses lower-GWP A2L refrigerants such as R-454B or R-32. Installers may still fit R-410A split systems built before 2025 until stock runs out. Ask which one your quote uses.

Should I replace the AC with a heat pump instead?

It is worth pricing. A heat pump does the AC's job and also heats, so it can retire an old gas furnace at the same visit. LADWP and the Burbank and Pasadena utilities rebate heat pumps, not straight ACs.
