The Valley at a glance
How hot the Valley gets
Heat rises as you move inland. NOAA's Pierce College station in Woodland Hills averages 115.3 days a year at 90 °F or above, about 24 times LAX, and 35.6 days at 100 °F. Burbank, at the Valley's eastern edge, averages 53.9.
Days a year at 90 °F or above
| Station | Days ≥90 °F | Days ≥100 °F | Avg summer high | Cooling degree days |
|---|---|---|---|---|
| LAX airport USW00023174 | 4.8 | 0.2 | 74.6 °F | 720 |
| Long Beach airport USW00023129 | 23.3 | 1.9 | 80.2 °F | 1,166 |
| Downtown LA (USC) USW00093134 | 25.6 | 1.8 | 81 °F | 1,296 |
| Burbank–Glendale–Pasadena airport USW00023152 | 53.9 | 7.2 | 85.3 °F | 1,481 |
| Pasadena USC00046719 | 74.1 | 9.5 | 88 °F | 1,604 |
| Woodland Hills (Pierce College) USC00049785 | 115.3 | 35.6 | 93.7 °F | 1,819 |
What the numbers mean
Woodland Hills averages 1,819 cooling degree days a year against 720 at LAX year: about two and a half times as much. That is why Valley quotes run to bigger systems, and why duct losses in a hot attic matter more here.
Which city you are in decides the permit and the rebate
| Where | Permit | Electricity and rebate |
|---|---|---|
| City of LA neighborhoods Van Nuys, Encino, Sherman Oaks, Studio City, North Hollywood, Northridge, Reseda, Woodland Hills, Chatsworth and others | LADBS | LADWP; heat pump rebate per ton |
| Burbank | City of Burbank | BWP; $1,000/ton when replacing gas |
| Glendale | City of Glendale | GWP; rebate per ton (verify) |
| San Fernando, Calabasas, Hidden Hills | Each city's own office | Check the name on your electric bill |
LADBS permits per LADBS, "Mechanical HVAC Permits" and Express Permits bulletin P/GI 2020-003 (LADBS refused our automated read) (verify). LADWP rebate per its Consumer Rebate Program. Find your city with the ZIMAS parcel map.
Sizing for Valley heat
Floor area alone is a poor guide in the Valley. A Manual J load calculation accounts for the sun on west-facing glass, attic insulation and duct location. HyreHVAC explains what a Manual J measures.
Pushes the size up
- West- and south-facing glass
- Ducts in an unconditioned attic
- Thin or old attic insulation
- Vaulted ceilings
Keeps it down
- Sealed, insulated ducts
- Shade trees and window film
- Added attic insulation
- Zoned mini-splits for rooms used most
Which system fits which Valley home
Much of the housing is mid-century: across the City of Los Angeles, which includes most of the Valley, 15% of homes were built in the 1950s and 13% in the 1960s (ACS 2024). Houses from those decades commonly have a gas furnace and attic ducts.
| Home | Usual fit | Watch for |
|---|---|---|
| 1950s–60s ranch house, attic ducts | Ducted heat pump or central AC, often 4–5 tons | Duct sealing for the Title 24 test; panel size |
| Addition or converted garage | Single-zone mini-split | Insulation before sizing; ADU guide |
| Hillside home in a fire zone | Any, with high-MERV filtration | Smoke; clearance around the outdoor unit |
| Condo or apartment | Mini-split with HOA approval | Placement and line-set route |
What installation costs
Los Angeles published ranges from 6 named LA sources. The larger sizes are shown because Valley houses use them more often.
| Job | Published LA range, 2026 |
|---|---|
| Central AC, 3 / 4 / 5 tons, existing ducts | $8,000–$16,000 / $9,500–$19,000 / $11,000–$25,000 |
| Ducted heat pump, 3 / 4 tons | $12,000–$15,000 / $14,500–$18,000 |
| Mini-split, 1 zone | $4,000–$7,500 |
| Duct repair and sealing (adder) | +$800–$4,500 |
| Panel upgrade (adder) | +$2,000–$7,500 |

The LADWP rebate in City of LA neighborhoods
- Check the bill says LADWP. Burbank and Glendale addresses use their own utilities.
- Choose a qualifying heat pump: at least 15.2 SEER2 and 7.7 HSPF2. Central, split, mini-split and multi-split systems are listed.
- Get the LADBS permit finalled. LADWP asks for the final approved Building and Safety permit.
- Apply with the invoice and model numbers. The per-ton amount changed for equipment bought and installed from 1 November 2025; read the current figure on LADWP's page.
Getting the permit in a City of LA neighborhood
- Confirm the parcel is in the City of LA on ZIMAS.
- The contractor buys the LADBS permit: express online for a like-for-like change-out, plan check otherwise.
- Add an electrical permit for a new circuit or panel.
- Install and test to Title 24 for climate zone 9 (verify by address): duct leakage, refrigerant checks, third-party rater.
- Final inspection, then the LADWP rebate application.
Valley installation checklist
- City confirmed: LA, Burbank, Glendale, San Fernando or Calabasas.
- Manual J done; quotes compared at the same size.
- Attic ducts inspected; sealing priced.
- Panel capacity checked for a heat pump.
- Hillside address checked on the CAL FIRE map; filtration in the quote.
- LADWP rebate model check, if in the City of LA.
- Permit pulled by the contractor; final inspection booked.

Questions
How much does AC installation cost in the San Fernando Valley?
Use the Los Angeles published ranges: a 3-ton central AC at $8,000–$16,000, 4 tons at $9,500–$19,000 and 5 tons at $11,000–$25,000. Valley houses often land at the larger sizes because of the heat, so the 4- and 5-ton rows matter more here.
Why is the Valley so much hotter than the coast?
Distance from the ocean. On NOAA's 1991–2020 normals Woodland Hills averages 115.3 days a year at 90 °F or above and 35.6 at 100 °F, with a 93.7 °F average summer high. LAX averages 4.8 days at 90 °F.
Who issues AC permits in the Valley?
It depends on the city. Van Nuys, Encino, Sherman Oaks, North Hollywood, Northridge, Woodland Hills and other City of LA neighborhoods use LADBS. Burbank, Glendale, San Fernando, Calabasas and Hidden Hills issue their own.
Is there an LADWP rebate for a heat pump in the Valley?
Yes, in City of LA neighborhoods, which buy LADWP power. LADWP rebates heat pumps per ton on systems rated at least 15.2 SEER2 and 7.7 HSPF2 and asks for the final approved permit. Amounts change; check its page.
Does LADBS offer an express permit for an AC replacement?
LADBS sells an online express permit, with no plan check, for a same-location change-out of similar capacity and fuel that reuses the ducts. A heat pump that adds a circuit also needs an electrical permit. Confirm on LADBS.
What size AC does a Valley home need?
The size should come from a Manual J load calculation. Valley heat, west-facing glass and attic ducts push the load up, so a Valley house often needs more capacity than the same floor area near the coast.
Are hillside Valley homes in a fire zone?
Parts of the Santa Monica Mountains and Verdugo foothills are mapped as fire hazard severity zones. Check the address on CAL FIRE's map, and ask about filtration for smoke and clearance around the outdoor unit.
Should I replace my Valley AC with a heat pump?
Price both. A heat pump cools as well as an AC and replaces a gas furnace. The LADWP rebate applies only to heat pumps. Published LA prices for a 3-ton ducted heat pump run $12,000–$15,000.
Do Valley attic ducts cause problems?
Often. Ducts in a hot Valley attic lose cooling, and a new condenser triggers the Title 24 leakage test. LA sources publish duct repair and sealing at $800–$4,500.
Is Woodland Hills covered by this page?
Yes. Woodland Hills is a City of Los Angeles neighborhood, so LADBS permits and LADWP rebates apply, and NOAA's Pierce College station there is the hottest one this site uses.
